Chief Executive Officer- ST Logistics
Loganathan is the Chief Executive Officer (CEO) of ST Logistics Group.In his role, he oversees the ST Logistics which has 5 business units, namely, Defence, Aviation, Healthcare, Homeland Security and Public Sector. Loganathan is also a Director in ST Airport Services, Plexis (US), and Bharat Stars (India), a Joint Venture business.
Prior to his appointment as CEO, Loganathan was the Chief Operations Officer (COO) for 4 years, oversaw a complete suite of supply chain operations, involving sourcing, procurement, warehousing, inventory and stockpile management, distribution, retail and freight forwarding through the business verticals. He also oversaw areas related to safety, environment, and service quality standards.
Loganathan joined ST Logistics in July 2008 as Vice President Operations & Development overseeing safety systems, business excellence and service quality standards. In July 2009, he was appointed as General Manager of a newly created Healthcare Business Unit, taking charge of the P&L as well as charged with the responsibility to seek growth for the business unit. Loganathan laid the foundation for the expansion of the healthcare business beyond the SAF to other government healthcare institutions. He was appointed as Senior Vice President/General Manager of Contract Logistics from July 2010, and in April 2011, he took additional charge as SVP/GM for Fulfillment Logistics.
Prior to this, Loganathan served in the Singapore Armed Forces (SAF) for 26 years as an Infantry and subsequently as a Logistics Officer. Before his retirement, he held the appointment of Commander, Army Logistics Training Institute in the rank of COL. During his service, he had also held the appointments of Commanding Officer, School of Logistics, Head of Logistics in a Division and Commander of Division Support Command (DISCOM).
Loganathan has a Bachelor of Arts from the National University of Singapore and a Masters of Arts from the Nanyang Technological University. He also has a Graduate Diploma in Change Management & Organizational Learning. He also attended the Singapore Business Leaders Programme organised by the Human Capital Leadership Institute in 2017 and Advanced Management Program at IMD in 2019.
Koh Wee Sin
Director- BSSPL & BSSDPL
Senior Vice President- Aviation Vertical, ST Logistics
Wee Sin joined the company in March 2011 and is currently the Senior Vice President (Aviation) of ST Logistics Group and concurrently General Manager, ST-Airport Services Pte Ltd (a fully owned subsidiary of ST Logs). He is also an appointed Director of Bharat-Stars Services Pvt Ltd (a Joint Venture company between ST-Airport Services and Bharat Petroleum Corporation Ltd) in India.
In his current role, he oversees the functioning of the 3 business units in Aviation Fuel services, Aviation & Marine warehousing services and secured Freighting. He works closely with COO, ST Logs, Vertical and Corporate Heads in strategizing, development and implementation of the company’s vision and mission.
Prior to joining ST Logs, Wee Sin served with the Republic of Singapore Air Force for 26 years holding staff appointments in Air Logistics Department and Commanding Officer appointments in Air Power Generation Command. In the RSAF, he was involved in planning, development & maintenance of infrastructures and buildings including runways/taxiways, aviation fuel installations, command posts, aircraft shelters, etc. He retired from the RSAF as a LTC in 2009.
Wee Sin has a Diploma in Civil Engineering from Singapore Polytechnic and a graduate of the 28th Command and Staff Course (CSC), Singapore Command and Staff College. He also attended the Singapore Business Leaders Programme organised by the Human Capital Leadership Institute in 2020.

Executive Director (HRS), BPCL
A rank holder in B.A. (Economics Hons.) from Patna University and a postgraduate in Marketing Management from Jamnalal Bajaj Institute of Management Studies (JBIMS), Mumbai, Mr. D. Parthasarthy brings over 35 years of rich and diverse leadership experience across the energy sector.
He has led key business verticals including LPG, Lubricants, Retail, and Gas, delivering strong outcomes in market expansion, operational excellence, and digital innovation. During his business leadership tenure, he played a pivotal role in expanding retail networks, strengthening market share, and leading digital transformation initiatives in pricing and market processes, along with contributing to international market entry in the lubricants segment. Transitioning seamlessly into HR leadership, he currently serves as Executive Director (HRS) at BPCL, where he brings a business-first lens to HR leadership, driving enterprise-wide initiatives across employee relations, outsourced workforce management, wellness, and governance. With a strong focus on people and technology, he is leading the modernization of HR systems and embedding digital capabilities to enhance employee experience and organizational effectiveness.
With a distinctive blend of strategic vision and execution excellence, Mr. Parthasarthy continues to champion people-centric transformation, digital innovation, and sustainable organizational growth.
Nikhil Kumar Singh
Executive Director (Coordination), BPCL
Nikhil Kumar Singh brings with him over 35 years of rich and diverse experience at Bharat Petroleum Corporation Limited. A science graduate from Lucknow University and a Structural Engineering graduate from Nagpur University, he further enhanced his leadership capabilities through the Post Graduate Executive Management Programme at SPJIMR. Throughout his career spanning Retail, LPG and Coordination functions, he has worked across field locations, state offices and Corporate Headquarters, consistently delivering business growth, operational excellence and strategic stakeholder alignment across varied geographies.
In his current role as Executive Director (Coordination), Mr. Singh heads BPCL’s Coordination Department and serves as the organization’s principal strategic interface with the Government of India. He leads institutional engagement with MoP&NG, DPE, DoPT, NITI Aayog, Cabinet Secretariat and other Ministries, ensuring effective policy advocacy, timely approvals and alignment of corporate priorities with national objectives. He plays a pivotal role in MoU finalization, Board-level matters, inter-ministerial consultations and high-level ministerial engagement. Recognized for his balanced judgement, diplomatic approach and deep policy insight, he has strengthened BPCL’s governance framework and reinforced its credibility at the highest decision-making levels.
Currently, as the Business Head of Retail, Mr. Goyal has spearheaded innovative projects such as Good Print Corridor, Silent Voices, Vishramgarh, BeCafe, and Way- side Amenities. These initiatives aim to strengthen BPCL's market share in MS/HSD and create new non-fuel revenue streams. With over a decade of leadership experience, he has been instrumental in mentoring many young leaders within BPCL.
